Challenge: 

Cambodia is experiencing a severe learning crisis: 59 per cent of children are not proficient in reading, writing and calculating by the end of primary education (World Bank, 2020); and the first round of the PISA for Development assessment demonstrated low learning outcomes at secondary level too, with only 10% of 15-year-old possessing the minimum level of math proficiency.

The Ministry of Education, Youth and Sports (MoEYS) in Cambodia points to the need for improved teacher training programmes in its Education Strategic Plan that strengthens teachers’ content knowledge and pedagogical skills.

Goal: 

Through a blended learning approach, teacher trainers are equipped, motivated, and supported with both academic content and pedagogical skills.

Approach: 

The Capacity Development Partnership Fund (CDPF) is a multi-stakeholder partnership, including MoEYS, EU, SIDA, USAID, GPE and UNICEF, and managed by UNICEF. It supports MoEYS’ Education Strategic Plan which prioritises a major education reform of teacher development.

The CDPF develops the capacity of teacher trainers at Cambodia’s four RTTCs and one PSTTC. The overall project comprises of a combination of investments.

VVOB’s responsibility within the project focuses on development and delivery of 11 continuous professional development activities/courses through a blended learning approach for teacher trainers and senior managers of the five teacher training centres.

 

Achievements of the project:
  • through the 11 credit-based courses, the involved teacher trainers and managers have strengthened competencies in teaching subject content, pedagogical skills, curriculum development and technological content knowledge; and are equipped to meet the ICT/digital demands of 21st century learning
  • a core group of Cambodian teacher trainers (‘Master Trainers’) built their capacity to cofacilitate the programme, which reached at least 80 per cent of teacher trainers and managers of the 4 RTTCs and the PSTTC
  • teacher trainers’ digital education and learning skills improved by completing the programme activities online or through a blended approach, hosted by MoEYS

Potential for scaling

VVOB, in cooperation with TTD and UNICEF, developed a strategy to roll-out/scale up the programme. This roll-out strategy is used by MoEYS in its teacher education reform agenda.
